Insurence does not take into account the price of the different tech II ship components.
So building a HAC is more then what you see as insurence price.
Actually, that's not true either. I'm not sure HOW it's determined, but it seems to be a multiplier over the T1 ships insurance value, fixed multiplier per-class.

They are a huge strategic advantage, and it is hard to put an ISK value on that.
